Thomas Silvera
Thomas Silvera, CST, MSHS-PH, DHSc(c), is a dedicated healthcare professional, researcher, and nationally recognized advocate for food allergy education, legislative reform, and emergency preparedness. As the Co-Founder and Executive Director of the Elijah-Alavi Foundation (EAF), he has been at the forefront of policy change, public health education, and community outreach to ensure the safety of children with life-threatening food allergies.
Thomas’ passion for advocacy is deeply personal. Having lived with severe food allergies and asthma since childhood, his mission became even more urgent after the tragic passing of his son, Elijah-Alavi, due to an anaphylactic reaction in a daycare center. In response, he led efforts to pass Elijah’s Law, groundbreaking legislation mandating food allergy safety training and emergency preparedness in childcare settings. Since its inception, Elijah’s Law has been enacted in New York, Illinois, Virginia, Maryland, Kansas City (ordinance) and California, with continued efforts for nationwide implementation.
Thomas holds a Master of Science in Health Sciences with a focus on Public Health (MSHS-PH) and is currently completing his Doctor of Health Science (DHSc) at Touro University Worldwide, with research focusing on healthcare disparities in food allergy management in underserved communities. He is a Certified Surgical Technologist (CST) and has co-authored multiple publications while working with leading organizations, including the CDC, FDA, AAFA, FARE, and the Asthma and Allergy Network (AAN). Additionally, he serves as a multistakeholder patient advisor for pharmaceutical companies and has contributed to critical public health initiatives aimed at improving access to food allergy care.
Through the Elijah-Alavi Foundation, Thomas continues to drive awareness, shape policy, and develop educational programs to ensure no child is left vulnerable due to lack of preparedness. His work spans legislative advocacy, school and daycare training, public speaking, and community engagement, making him a leading voice in food allergy safety nationwide.
